Exhausting onto rads generally doesn't make a huge difference from the fan itself (typically it is when the front blades are jammed up against something you get wonky sounds). What I would look at first before dropping any cash is to see if you can tune the fan curve down while keeping the cpu below tjmax. A lot of AIOs get stellar performance just by blasting the fans at 2500rpm but if you're not dumping a 200w load into it you can get away with a more relaxed fan curve and the cpu will still be kept nice and cool.

You can save $300~ by going with a used 1660 super/TI on facebook marketplace (aim for $100 CAD), or go for a 2060 super 8gb for $150 if you need DLSS (the 2060 super is usually $200, not worth it, I like the 1660 s/TI because it's so cheap the cost per frame of getting scammed and buying a another 1660 s/ti is the same as buying a new gpu, and there are not many scammers trying to sell a shitty 1080p GPU, by the way the 1080 TI is better if you find it, check side by side benchmark comparisons for yourself).
But you get what you paid for, the 1660 s/ti is approx half the perf of a 5060 (and no DLSS, but you have FSR3 / xess, but it's not great), and the 5070 is almost double the 5060 in some games (check side by side benchmark comparisons for yourself).
And if you are buying a used GPU, that means you might not have a GPU to use while searching for the GPU (since budget CPU's usually have no igpu), adding an IGPU to an intel CPU will add $50 which isn't worth it.

Like I corrected, the price is actually $1350~, you get what you paid for it's not as strong (but I think you save like $100 due to ddr5 ram being a bit overpriced, since it usually wont affect gaming more than 20% of the fps, but... 0.1% low fps might be bad? this is a lower spec PC).
I mentioned the 13100f is in canada computers for $120, but the stock is a lot worse than I expected... (and not shipped), shoprbc has it for $130 (ew).
You could try aliexpress for a 12100F (or 13th or 14th gen) or even T, I don't know, but it's probably used, and maybe missing a cooler (you can get much better $15 coolers I admit). But aliexpress has pretty bad service and wont refund you if it ends up not working (I actually bought a 12100f from amazon and it didn't work, I replaced my mobo 2 times to figure that out due to a dram light, thankfully I'm fast and I didn't wait for the return window to leave).
Note that the NVME isn't included, I don't really know what you should pick, I think everyone should just hold onto their current SSD's.
And I just put whatever case I had left, you should pick an MATX case or a cheaper one if you want, or maybe your friend is picky about where the case will be and where he wants the power button to be placed (on a desk, left side or right side).

By the way the amd mobo can only reach 3200 speeds (and you need to overclock your ram if you want ram speeds higher than 2666, normal for all ram). And there is no guarantee that the advertised speeds will be stable without testing (normal for all ram, but mobo/cpu can affect it).
And you could look at better ram or a cpu cooler (for $30 cad you can get an overkill thermalright cooler with a flush contact plate I think, normally on cheap coolers you see the heat pipes on the cpu contact).

I want to make a cool Gentoo Linux PC. I will be using it for everything, from daily use to software and game development, running local LLMs and image generators, digital illustration, playing modern video games, running other operating systems in virtual machines, composing music, and more.

if you want to be a real linux user, linux is a dogshit desktop enviroment, but a windows server costs like thousands of dollars for the license (you wouldn't pay this if you used any VPS like amazon AWS), which is why people prefer / host linux servers, because that's what everyone starts off with since it's free.
You can rent AI grade GPU's with 100gb of vram that cost as much as a car for $1 a hour, and it's just a linux server that you ssh into.
(or if you are not using a custom Loli rape erp LLM model, and you just want deepseek, you could just use openrouter which is 1000x cheaper than renting a server, because openrouter is utilizing the throughput of a $1 million dollar GPU to generate millions of tokens per second, but when you rent a GPU, it's doing nothing, you are not paying per token, you are paying per minute).
You could use linux as your desktop PC, you should, you would learn useful things before you start using AI renting services. But a server has no GUI, so you will probably spending 99% of your time trying to do windows / fixing things on linux.

16gb is going to be an issue as soon as you have tranny-cord or a few chrome tabs open, some games like the Oblivion remaster can nearly take up 32gb with a super late game save.
Ignoring that probably still the second one so you're not getting totally bottlenecked when you want a new gpu and you maybe have an in socket upgrade on the table. 5600x to 9600x is upwards to like 40% of an improvment, and the 5600xt is bassically a 5600x+100mhz

If you predict we will go to war before 2028, go with the 9600x.
If not, hold and save for the new sockets and ddr6 in 2028.
While saving, you can choose to get a 5600x or a 5060.
but note that your 1060 GPU will still get nvidia security updates until October 2028, just no game ready updates for optimizing day 1 AAA games.
And if your 1060 is old, you could try to repaste it if the heat is going to 80C regularly, or if the fans are dying / noisy, you can buy new ones for like $5 on aliexpress sometimes.
just commit to buying the upgrade after you find a game that wont run at 60fps at steamdeck settings without stutter, you might find that using a fps limit like the nvidia control panel to 60 or whatever is helpful for removing annoying stutter (I like msi afterburner with RTSS since I like the frametime graph overlay but it's autistic to enable the overlay).

You can reuse your old motherboard with the 5600X path, can't with the 9600X path. If you're only getting the 5060, not worth buying a whole new platform. If you have 16 GB DDR4, you don't even have to buy more RAM if you get the 5600X

Get your CPU, RAM, PSU, and SSD off Newegg, you can get better specs for the same or less. A 1tb SSD is like 199$ for double the storage of whatever 512gb drive you put. The RAM is genuinely cheaper, the CPU goes for 165$ which is amazing fucking value and you don't deal with the expensive shipping from ShopRBC. PSU is 100w less but it's also 40$ cheaper. All-in-all you're saving like 100$ for the same or equivalent parts.
