EUV has been used in RAM production for the past 5 years. It's only a few layers but EUV nonetheless. You're technically right that you don't NEED it, but it's the same as making 7nm or 5nm. Technically you could multipattern with DUV, but the risk of failure shoots up and the process takes longer and requires more masks so overall cost and consumption of the consumables goes up, and it starts to look unprofitable for the higher end chips. With DDR6 it'll probably be required as the complexity continues to go up.
