Apple also have a special license from ARM. Once you have enough patents, you can do cross licensing with other patent holders. IBM, Sun microsystems, and Intel cross licensed many patents between each other. For example, Simultaneous thread execution was patented by Sun, they licensed the patent to intel (hyper threading) but not to AMD. AMD had to wait for the patent to expire to finally have true SMT with Ryzen. CPU design is a patent minefield.
