Access to US and EU markets, full of people with purchasing power. Also they had a thing about adopting everything useful from the West as core part of their culture for centuries. Since they saw for the first time how Chinese got absolutely rekt in war with a tiny European fleet.

Labor costs. China took over in the 1990s/2000s and when people caught on that they actually stole the tech for their domestic customers, a lot of companies outsourced again to Taiwan and ate the slightly higher cost
