so i accidentally deleted /var in gentoo, how fucked am i? i can install (unless it falls into circular dependency loop) stuff but cant update shit, without world file portage has no idea what is where and what
can it be recovered without reinstalling the system

Like previous anon said. Zfs and btrfs with something like snapper or timeshift on by default would have saved you from doing stupid shit. That data would still be accessible.

boot into another OS and use a recover tool on the folder

and yes don't do a world update or depclean without the world file lol (it's not dangerous but wastes a fuck ton of time) and remember to ZAP any config file you see
recover your shit first before you mess with the OS

If you rm it the files are not actually deleted, you might be able to recover world file, restore a base from stage3 and reemerge everything. Which filesystem are you using?
If you wiped with dd or something like that you're kinda fucked, just reinstall and remember to backup the important system config with your data next time.
MIGHT BE TOO LATE BUT DO NOT WRITE ANYTHING TO DISK
