Some chinese brands do some from time to but often with outdated GPU or limited release by Zotac and others.

Usecase?

Integrated graphics is pretty good now so I honestly don't see why anyone would need a dedicated graphics card in a low profile case.
PCIe riser cables are also a thing and even very compact cases can usually fit full height graphics cards.

Sparkle did, but they're out of stock, they had fan control issues, Intel didn't release a B310, so we're SOL on nice low profile GPU's for transcoding and whatnot. Arc is really good for that.

The 3050 6GB is exactly this and runs off the PCIe slot.
But on the other hand it is a 3050 6GB which isn't great, maybe we'll get better low-power compact GPUs someday.

The amount of raw material used to make a 5090 and a 5050 is negligible in difference and both are made by the same manufacturing equipment. One is a couple hundred bucks and the other costs a small fortune.

The guy buying one 5050 is shopping around because he's broke or he would get something better than a 5050, the guy buying the 5090 has enough money to buy three more because the 5090 is like 3000 dollars.

The 5050 is more like a 5030. Pathetic GPU that should not exist. Probably okay for a HTPC build where you want a GPU for video decoding and that's it, except doesn't really make sense even here if you have an Intel/AMD iGPU/APU. It only makes sense if you want newer codec support than what they offer or if you went with a CPU that doesn't have an iGPU for some dumb reason.

I like the GPU to have its own memory rather than rely on system RAM, the option of being able to swap out the GPU (for quick troubleshooting) or the CPU individually for whatever reason, the fact that your CPU choices are not gonna be limited by whatever models come with iGPUs (more powerful CPUs generally don't have iGPUs), have 2 moderately (and independently) warm components in my case rather than 1 very hot one, etc.

It's pretty impressive.

There's almost no single slot cards out there anyway. Besides, mine is a deshrouded Asus, which could potentially be turned into a single slot card if you can find a replacement single bracket or cut the existing one in half. The heatsink is slightly too thick to be 1slot, but you might be able to get away with it in some scenarios.
