Android's custom ROM scene died off mostly because the average person who'd be interested in it probably doesn't have the means to even install one nowadays. There are still two major OEMs that are relatively lenient with bootloader unlocking (even in the US): Google and Motorola. The problem, however, is that running "fastboot oem unlock" is basically out of the question for most people nowadays. They'd have to have an x86 computer, install ADB, and then paste the command into the scary CLI.

I was one of those people too as a teenager, but I had the autistic drive to use a library computer. Nowadays even the people that DO have an actual PC are fucking retarded too - they give up on installing Graphene when the retardproof web installer breaks and forces them to just... paste commands into ADB manually. It is quite sad.

Android custom ROMs became harder to maintain since google introduced quarterly updates, so instead of doing a shitton of rebases once per year, you have to do it every 3 months. However I don't mind that the number of ROMs were reduced since many of them didn't really offer something unique anyway and I think the holy trinity of custom ROMs is enough - LineageOS (stability), crDroid (customization), GrapheneOS (security).

Personally I have largely lost interest in phones. I have one of course, but it's just like having a washing machine or a vacuum cleaner. I have zero passion or interest for these devices, I have them all because they're needed / useful but I do not care to use them as a hobby or for some sort of entertainment.
