I'm thinking of buying NUC5i3RYH with the following specifications:

Processor: i3-5005U (Gen 5)
Storage: 256 GB M.2 NVMe SSD + 500 GB HDD
Memory: 2 x 8 GB DDR3L
Price: $115

I don't want to upgrade to a NUC with DDR4 because the price of RAM is absolutely insane.

Is this a good idea?

Look for a mini pc with intel arc integrated graphics. Arc works the best with Jellyfin. Also, Arc is the cheapest option when it comes to encode/decoding all video formats. Another benefit is because of reBAR. The system ram is shared with the GPU on top of its existing vram. So you will not have to worry about running out of memory for multiple streams. The Linux and Windows drivers for Arc are mature enough for your Jellyfin needs. I am currently running an Arc B50 pro and it handles things like a champ.

I have quite a few tiny PCs I use for various things. An M900 as a main linux desktop. An M93p as a HTPC. A couple T420s laptops missing their displays as ESXI hosts. A Intel Compute Stick as a pihole. Some china special industrial PC I used to use as a router but retired it since m2 sata is the loser of the storage wars. I would put some kind filter on it so you don't have to clean it ever. Get a couple round carb filters and stack them to keep the surface area high. Stack two or three filters tall with something like this. I have a machine I'm thinking of doing something like this with but with 12" filters stacked three tall.

Pls recommend cheapest-but-good barebones Mini PC that

I have a spare single 8GB SODIMM DDR4 2666MHz stick, so because of the RAMpocalypse, I want to use this stick. Computer will be dedicated to emulation, not doing anything else on it, so hopefully this 8GB should be enough and the single channel won't be too problematic.
I can also shuffle some other data around and free up an old 128GB SATA SSD. Ideally the computer would also have a SATA disk slot, but even if it doesn't, as long as I can boot the OS via USB (Linux can do that right?) it should be all good.

So it just needs to be electrically safe/reliable, comfortably emulate the above (with room to breathe not maxing out and chugging along), and barebones but use DDR4.

With just a single filter sure, stack them three or four deep and the surface area will allow much easier airflow with no dust. I haven't tried it because poor but it should work just fine as long as you can get the surface area high enough.

They are slow. It runs much cooler as a headless box. It originally came with W10 and it was brutally slow. I put ubuntu server on it since it just werks. I also put a 32GB microsd card in as swap since 2GB RAM. Since it's all intel I didn't have any problems with drivers even the USB ethernet adapter works just fine.
If you can get it for cheap it's a nice little machine for little things.

Lenovo ThinkCentre M75q with a Ryzen 3400GE, or HP EliteDesk 705 G4 with 2400G. should be under $200. Probably can find one with a single 8GB stick that will pair with yours for dual-channel which should help GPU performance a lot.
I've never done xbox emulation but I found a video from 3 years ago testing it on a 2400G and performance was mostly fine, it's probably better optimized now. The others have lower requirements

Interesting. I have a mini that looks like yours, specifically a HP Elitedesk 600 G6, which I've converted into a samba server; hardware wise, it boots TruNAS from a mSATA disk and runs 2x Samsung Gen 4 SSDs as a ZFS mirror (ARC size = 64GB) to serve small files with low-access latency, and that works great but during scrubs, etc. I've had some issue with thermals.

Attaching a 120mm(?) fan like this would definitely solve all that, but out of curiosity are you using 5V/USB as a power source or are you tapping 12V from the board somewhere?
Also, somewhat related, I heard that the noise made by fans when they're pulling air into a confined space, or through a grille etc., can be reduced by including a spacer in between. Noctua has their NA-IS1 spacers for 120/140mm fans, but these are keyed to only fit their own products and are just 5mm thick- when allegedly the greatest benefit is achieved if you have closer to 20mm (or more) of a gap. Are you aware of anywhere to buy something like this? (Without sacrificing a cheap fan to hollow out, all I'm seeing on Amazon/Aliexpress/etc. are Noctua listings, and although google shows a bunch of 3D models I unfortunately don't have a printer).
