Man this is getting harder than I thought it would be, and every Google hit being "SAAR TO FIX YOU'RE BEEPING WARNING TRY THIS TOP 10 LIST OF TROUBLE SHOUTING" or similar doesn't help.Closest thing I found was installing Win 3.0 on DOSBox, it kinda sounds the same I remember but not quite, also it's distorted but I think that's due to cycles.

It might be from some specific software, like a message notification or something.
