Yes it does, but it sucks less than the rest.
I've used it in 2007 to like 2010, then swapped to Chrome for a bit because Google was hard shitting up sites for Firefox.
But alas I returned to Firefox really fast in 2012, when Firefox started running all sites properly again, and then had absolutely no reason to swap to anything else with the release of uBlock in ~2014 or so.

The last update broke fucking everything. There's these weird shadows on every website, even inside firefox settings too. The fuck is this retarded shit? I disabled scripts and custom CSS but nothing helps.

I actually switched back to Firefox on my Linux PC. I dunno why, but Firefox works a lot smoother there, especially scrolling. But on my phone I still use Brave, cuz Firefox on Android performs like shit.

The other alternative I am aware of is Servo but that seems to have way less resources behind it and offloading the work of turning it into a usable desktop/mobile browser to integrators.

Try troubleshoot mode (help -> troubleshoot mode). If the issue does not happen there then the culprit is a custom setting or extension, otherwise it's something in the browser itself or related to your specific hardware I guess. Not happening for me.
