Just upgraded the GPU, was limited by card length in this old case so I bought the fattest one that would fit. This case is amazing for airflow, had it more than 15 years and can't envisage ever changing it. Removed all the front drive cages and disabled the case built in fan controller, it's basically a wind tunnel set up with a custom fan curve, so it runs very quiet and very cool under load with a moderate undervolt on the card.

If you want to try using the official Microsoft W11 USB image file again, remove all other storage drives (SSD & HDD) from your PC.
For SATA SSD & HDD, you just have to detach the SATA cables.

If there are 1Thz transient spikes on the 5090 then nothing is surprising about the 5090 having a meltdown on the power jack. as the frequency increases, it makes the physical requirements much stricter. If you look at the design, it has a sharp bend. No big deal? :^)

anyway, you can look at it as a strange problem that is too hard to solve, or as a very predictable problem if there is thz noise.

But that tends to point to a bios issue, because Windows definitely should be making everything necessary for your system to run it.

you can check with a partition manager, but I think we know what to expect: Windows installer is creating the boot partition, and your bios isn't finding it.
