There isn't a solution here because there was never supposed to be a solution here. If you want to use that old hardware, you have to use an old operating system and old drivers. Everyone in the retropc scene knows this. They also know the earliest drivers (with the least mitigations) often run the best, but you should really try several to see which is best for your usecase/game. This is also why matrox GPUs still have some value, they always had good drivers and they still maintain them.
