Reminds me of when I was a software engineer. The engineers were overworked and wanted more engineers, we'd take any warm body that could at least write a line of useable code. They hired no engineers and kept hiring managers assuming that'd increase productivity. All those managers did was call meetings that were indirect chastisements of engineers for not working hard enough and wanted to implement some sort of system to make us more efficient. At one point I had 6 direct bosses, none of which opened a text editor in their lives.
