'm running a Lian Li Lancool 216 and the stock 140mm rear exhaust fan is failing. When the system powers on, the fan twitches, attempts to spin, and stops. However, if I blow air into the blades to give it a manual push, it overcomes the initial resistance and continues to run normally.

Is this a definitive sign of a failing bearing that can no longer overcome static friction, or could it be an issue with the fan's internal start-up capacitor/motor? I've effectively ruled out the motherboard PWM header, as the fan maintains its speed once manually started.

Assuming the hardware is dead, I need to source a replacement. I know the Lancool 216 rear mount takes a standard 140mm fan (25mm thickness). Since it's an unobstructed exhaust, I am prioritizing high airflow over static pressure.

What are the current recommendations for a reliable 140mm exhaust fan?

x970e will most probably be the same asmedia chipset as x870e and x670e.
Maybe if Zen 7 turns out to be AM5, which seems likely, there will be finally a new chipset.
So no need to purchase something expansive now, if you plan to upgrade to higher tier MB later. It's likely that newer MBs will come with features that might not be available on current gen motherboards.

the thing with x870 and x870e is that they add USB 4 support which take away 4 PCIe 5 lanes unless you can disable it. Check mobomaps.com and compare the boards but from what I can see the difference between B850 Tomahawk Max Wifi (not the regular) and X870 Tomehawk isn't that big other than latter having USB 4 you can turn off. USB layout and additional features might be better on the x870 but you'd need to check.
