In terms of comfiness, it's a toss up between XP with the "Classic" visual style and 3.1. In terms of performance and stability, it's a toss up between 7 and 8.1. So the answer to your question is 8.1 (with OpenShell, of course).

10 and 11 are completely intolerable, with the single exception of 10 LTSC, which is remarkably usable, and has acceptable performance even on an HDD. That being said, 7 and 8.1 still mog it.

I'd say 7, although I think windows 8 wasn't as terrible that people make it out to be. Windows 10 had such a ridiculous amount of childhood diseases, and it's the only OS I've ever downgraded back to an earlier OS from. I think it's tolerable now, but I was never a big fan.
