Decentralization and moderation can't coexist.
By adding moderation, you're turning the decentralized service into a centralized service.
Every single implementation is just a few levels of indirection away from being a metaphor for centralization.
Mastodon is the most clear and obvious example of this; despite moderation being ostensibly something controlled per-user and per-server, people end up distributing block lists and those block list owners end up being the de-facto centralization mechanism.

There's a solution to this: Stop trying to make Twitter and 4chan.
Public squares don't work. Facebook and Twitter can't and they're billion dollar companies.
