Ram can have issues where youd troubleshoot with no xmp, only 1 stick in and so on. Usually they're very stable tho.
3080 is getting somewhat old and can have shit paste, you might want to change them to phase change pad + thermal putty for better thermals.

So apart from those you can reinstall windows. Do hardware tests to see if ssd has faults, does ram perform normally. DDU nvidia drivers.
If its psu or mobo hardware faults then you'd just replace them as they're not super expensive. you could upgrade to am5 mobo with 5800x3d and keep the old ram.

some cheap LCDs ship with dead pixel out of the box. There should be plenty 27" 1440p with 240. The pulsar monitors have DSC for up to 360. You may be able to get a pg27aqn for cheap that can do 240hz without DSC, 360 with but I cannot recommend it as the fan for the g-sync module is rather loud.

The only PSUs I know of are from Zippy which can apparently deliver 60a from 5V. They are used in 45Drive enclosures.
However if you are having problems than it's unlikely it's the power supply as HDDs rarely consume more than 1 amp from 5V even at peak. The system shouldn't need that much 5v either.

I have 13 HDDs in a system and they are perfectly reliable. Even have 11 on a single cable.
I would check your cables if you are using any type of splitter/extensions. I had a bad Molex splitter feeding a hot swap cage that made the HDDs randomly shut off.
