I want to be able to clip the mask from the left side(bright cyan for visibility) to look like the right side. Is there any way to do this?

I'll answer my own question because I was stupid.
Create two video tracks. One will be the clip, the other will be the mask.
Pair the second track as a compositing child of the first(left hand side, burger menu of the video track.)
Make your clip mask on the first video channel. It's preferable that it is white.
Create your other mask on the second video channel. It can be any color.
Switch the compositing mode of the first video channel to Multiply(same place as making it a Composite Child.)
Ta-dah. 1 and a half hours of trial and error for literally no reason.
