As I've recommended several times now, grab VideoJaNai instead, it is significantly faster as it uses TensorRT.
And yes I'm the one that made the script you're referring to, I use VideoJaNai myself every time I need to upscale hentai, it's that good.
It's quite easy to set up, you just have to convert the AnimeVideoV3 model if you want to keep using that. Which I can upload for you if you want.
It also makes it quite easy to try other models, like AnimeJaNai which is pretty fast.
If you however have a relatively decent GPU, you can just set up MPV with AnimeJaNai installed for realtime upscaling, that way you don't have to store bigger videos, but it will have to upscale every time you watch it.
But then again, storage is dirt cheap and even my upscales of nearly a thousand different shows (or 2.5k episodes) ends up at a mere 3TB
As long as you know how to encode of course. I encoded my stuff at CRF 15 with H264 and preset slow, you can absolutely push it more using H265 and maybe increasing the CRF to your own taste. I'm sure with H265 you could get away with CRF 18, or higher if using SVT-AV1 as long as you don't care about very fine details (which you don't if you use AnimeVideoV3 to upscale anyways).

For videos on YouTube, 1440p and above is really good even on 1080p screen because YouTube bitrate starves the shit out of 1080p and below for some reason, which makes it look dogshit.
"normal" videos there won't be much benefit watching 1440p on 1080p monitor, but with games there's a decent benefit.
Still highly recommend having a 1440p monitor, it's the perfect resolution.

Here's the software, just remember that it doesn't auto handle resolutions as good as my script.
For the encode parameters just slap in this:
libx264 -crf 15 -preset slow -pix_fmt yuv420p10le -refs 1 -max_interleave_delta 0
Unless you want more compression of course or use H265 or AV1.
If the source is 1080p and you're using AnimeVideoV3 model, I suggest setting "resize height before upscale" to 720 and then set "final resize height" to 1440, or 2160 if you want 4k.
Seeing as you don't have Nvidia however, you can't use TensorRT, but you can use DirectML which should be faster than NCNN that my script uses.
VideoJaNai also has the nice benefit of upscaling directly to a video, it will extract frames to RAM, upscale and encode all at the same time, rather than my script that extracts frames to disk, requiring hundreds of GB, upscaling, deleting source frames, encoding then deleting upscaled frames.
For the AnimeVideoV3 model converted to ONNX so it can run in VideoJaNai, I've uploaded it here: https://files.catbox.moe/82oiik.onnx
Just rename it to "realesr-animevideov3.onnx", if you care about the name.
If you're upscaling something that has fucked resolution like some ancient 480p hentai that claims 720x480 when it should be 853x480 or some other fuckery where the claimed resolution is incorrect, or for example where the output video would end up with odd pixels like 2560x1439, since h264 can't handle that, you'd need to add to the encode parameters something like -vf scale=2560:1440
If you want to encode the video using SVT-AV1 for the lowest filesize, you'll have to switch out the ffmpeg.exe located in the %appdata% folder for VideoJaNai, it's quite a simple fix.
If you do go with SVT-AV1, try CRF 24 and go from there. If it feels a bit too blurry, there's a few settings that can be changed to tune it.
Also if you want to try the AnimeJaNai model, it's already included. I recommend the "V3Sharp1_UltraCompact".

Yeah. I tried qBittorrent 5.1.4 after posting that and it still didn't work lmao. There was a "bugfix" for it in 5.1 but apparently they still didn't fix this shit.
Anyway, I just starting using Transmission 4.0.5 on my server and it works perfectly. It'll download padding files (~21 GiB) but it auto-resumes just fine.
But my problem with qbittorrent was resume files (both fastresume and sql suck) and bencoded item count limit exceeded errors. It would take the magnet or torrent file and download just fine. It just wouldn't resume nicely. So sounds like you are having a different problem?
Deluge or rtorrent might work too if you don't like transmission. Deluge just sucks over 1000 torrents though.

If you can't tell how bad it looks in motion then you honestly just have bad eyesight, at least with the 2D video, especially around the watermark.
If not for the watermark it would be a lot better but interpolation is just trash.
There are certain things that interpolation does not work good on and this is clearly one of them.
Interpolation is best used for 3D animated content with no text, assuming you tune the scene change detection so it doesn't fuck up that and of course export it losslessly to avoid quality degradation before editing it.
You'd save yourself a bunch of time just working with the original normal fps video, let others interpolate the end product if they want.

From my experience, testing with a couple series, yes it does help a little bit. But you should probably do a sample on whatever you want to upscale, just trim out a few tiny random parts and upscale both ways to see if it helps.
But from what I understand, nobody creates hentai in 1080p, it's all upscaled, so maybe that's why it can behave better when downscaling to 720p first.
I've heard some say it can even help to downscale things that are already 720p or lower, but I haven't really tested that.

Rule34Video is objectively more shit than PMVHaven. PMVHaven allows you to download the original file, it's literally the best in terms of actually getting good quality videos. Problem is nobody really uses it.
Rule34Video has decent compression (Could be a lot better, but at least it's not shitbang) but lacks a lot of the content type that was on Iwara.

Focus on what exactly? What do you actually mean by HMVs? Are you trying to split it by japanese studio hentai and western stuff? Or do you mean if a site has focus on music videos in general or not?
Because the first one is literally just a preference and doesn't really matter. A site will lean one way or the other, nothing that can be done about that.
The latter however doesn't matter either when you can literally just search for the HMV tag and it functions exactly like a website that was made specifically for HMVs. It just adds one tiny extra step when browsing.
The idea of a HMV focused site is cool, but it's also a way to ensure it dies due to lack of attention. A site like Rule34Video and Iwara pulls in a lot more attention from people outside the HMV scene which in turn makes people want to make HMVs.
But with a HMV specific site, you have to already know about HMVs, which defeats the point.
There's already been several attemps at making a HMV focused site and they all fail. Shitmania and that recent one were both dogshit.

Probably because iwara literally was a site for MMD, not western content like Rule34Video is.
If you make a new site that doesn't focus on either of those (MMD or western porn), you'll get HMVs that fit both of those sites.
It would be cool if someone made a successfull HMV site that didn't do re-encode bullshit, or at the very least did it, but offered torrents or something as alternative, for everything. This is the biggest flaw of shitmania, iwara and rule34video, you're forced to watch hyper compressed shit.
Instead they could have it where you upload a HMV, it gets automatically re-encoded but the original file is stored on owner's server and they make a monthly torrent or something.
Shouldn't be too difficult to do I think, but people generally don't want to do things, especially properly, they're lazy.

Just move to pmvhaven, unlike iwara the dev actually works on it, sure the recent migration wasn't smooth but it's ok now.

I've always told people to use CRF 15, and this is based on FACTS, that at 15 (assuming the correct preset of course), a video is visually lossless.

SWZBHMV's Project QT 24 hmv is top tier in my list, the two music used is perfect and along with moan effects and those visuals are just eye candy. Rondoudou's Candy candy HMV is also another great one and one of my favourites, Meliodas's Full stack HMV use of senran Princess's beautiful art style along with energetic music is perfect.
Gemini's Oppai Slut 2 is another contender as my top 5, those animation from Milk Factory used with great transition and music choice is definitely my go to hmv. simply brilliant.
