Training a new army takes months if not years. Also remember that information travels at a snail's pace. Even if Cyrus knew wtf was happening it would take him a while to call up troops and then have them learn Macedonian tactics from scratch and even if he pulled it off it would be a novice army vs the veterans of many wars under Philip.
