Would North Korea have collapsed from the 90s famine if the US never gave them aid? They were still miles behind their first test. In hindsight it seems like a stupid thing cause it just guaranteed them to eventually do it. By giving just enough aid the Kim Regime squeaked by. Or would it have survived anyway?

The USA has had a total embargo on North Korea since 1950. The US didn't "give them aid" in the 1990s, they eased the embargo that they used to cause famine.

China would have sent aid if the US didn't, considering North Korea collapsing would mean millions of US troops and millions more refugees by the Yalu River. Furthermore, North Korea would lose control of the economy either way, with jangmadang taking over.
