Why does the USSR and 'Soviet planning' get the blame for the destruction of the Aral Sea when almost all of its decline took place after Kazakh/Uzbek independence?

It's pointless to blame anything now, but thinking a way to solve it. And I bet with this divided state between many countries, it would be impossible. LMAO.

That's by surface, by volume the Aral Sea got 2/3 of the way to liquidation by the year the USSR disappeared.
