Why does the USSR and 'Soviet planning' get the blame for the destruction of the Aral Sea when almost all of its decline took place after Kazakh/Uzbek independence?

Kazakhstan and the World Bank actually rebuilt part of the northern Aral Sea in 2005. The North Aral has partially recovered.
