Tariffs, among other things, but also utterly arbitrary taxes and a complete state of lawlessness in which getting an explicit exemption had become the only way to enjoy your rights unmolested at all. Also most of the ruling class having become idyll, the ruling cast having become unruly and everybody being 100% convinced that things could go entirely better overall if only they could implement some simple, common-sense measures.
