Executioners performed necessary work but were socially unclean, like butchers.
Because power is a system. If you go full Caligula, the masses or the aristocrats you've pissed off eventually revolt and chop your head off. Most rulers were smart enough to know stability requires some buy-in from below and allies among the elites.As for executioners, nobody likes the guy whose job is literal death, even if the system needs him.
Because the masses grow your food and fight in your armies.

Masses can overthrow you by numbers alone, so it's in your interest to keep them on your side or happy. Just look at the amount of rulers killed in rebelions, assassination, betrayals exiles etc.
