There had been several incidents before this that easily could have been escalated into a world war, many that objectively should have been more likely to. Diplomats and politicians were able to deescalate them. The only reason that didn't happen here was because Germany felt the time was right to win a war that would allow them to dominate their neighbors, so intentionally escalated this minor incident.
