This is mostly nonsense. These "kingdoms" and "Empires" were little more than collections of loosely affiliated villages for the most part. There were a couple actually powerful, centralized states, usually near the coasts, but inland it was nothing but tribal confederations that European explorers puffed up in their diplomacy to make them feel more important. Not just Chief so-and-so, but KING so-and-so. And if he ruled over a large confederation, why, they might even address him as Emperor so-and-so!

Atleast that was the case for Mesopotamia, when sumerian cities grew to a population that they needed irrigation systems built which required a centralized plan and now all of a sudden someone needed to be in charge or you may die, and as settlements grew they had more projects to maintain themselves and this set the foundation of the beuaracratic state.
