"Satan" is just Hebrew for "Adversary" so yes, to Jews he was Satan. In early Biblical texts, the Devil was not necessarily evil, but carried out necessary evil under God. God is responsible for Evil after all. This idea that the devil and God being near-peer being was a later invention
