The only really outrageous thing about it desu is the black armour. The weird looking masks are theatre masks and Sulla was known to have enjoyed the company of actors. The red paint on the statues head is just representating a regular but often overlooked part of the Roman triumph and the hooked up meat in the back looks to be for a sacrifice, once again something thats not at all out of place. All in all to me it just looks like an over the top depiction of one of Rome's most infamous rulers with some of the more (from our perspective) unusual but still historically present parts of Roman culture on display around him to accentuate the over the topness.
