Why not take that idea but make it a Pan-European Soviet Union? Since the 90s the public debates on EU and Euro are full of authoritarian mechanisms. No one openly questions the idea of the common currency and the EU as a whole without suffering a public execution. So the only solution I see is a right-wing takeover of the EU from within.
