Worst dictator in history? Do you know What a Hard competition that is? Mussolini was able to achieve a lot of economic and social acomplishments during 20s and earl 30s, moster banana republic dictators wouldnt come close.
He actually did an incredible job before joining WW2 on the side of Germany, which undid all the good things he did and more.
Joining Hitler was his mistake. He should have joined the allies.Ofc no spoils of victory but he would have saved fascism as a legitimate political doctrine not associated with nazism.

Every time he tried something ambitious, Mussolini needed Hitler to bail him out: Greece, North Africa, etc. Made him a puppet of the very dictator he once distrusted.
Considering he didn't killed millions of his own people on purely incompetence, he was pretty fine, his only mistakes were on geopolitics.
