There has never in human history been a state as singularly dominant as the United States in 1991. From the Achaemenids through the conquests of Alexander, Rome at its height, the Islamic caliphates, the colonial empires at their height, all fall short of that brief period of total unquestioned American dominance in the early 90s. The sole global superpower, an economic juggernaut, the financial and cultural capital of the world with the largest navy the world has ever seen capable of intervening anywhere around the globe. You can argue that since then America's position is weaker, but you can't deny that as of right now no other empire in history has ever been more powerful at its height.
