The Pan-German volkisch movement used the Swastika because it was all over pottery and art from ancient Rome, Greece, and Anatolia and they thought that those people were originally Germanic. They also had pagan sympathies and wanted a symbol that was never used by Christians. The Nazis just kept using that symbol which had already been a symbol of German ultranationalism for decades by that point.
