Otherwise what he's doing is insightful and peace-ensuring. History has kind of proven his motive to be a waste so far though considering the Cold War didn't go hot. Rorschach just seems like an outwardly correct person. The author just hates his own creation because he's judgmental and executes axiomatic applications of justice and fairness, but normal people look at that and expect it in their everyday lives. I don't see any serious grey zones. The most morally reprehensible thing Ozymandias does from a personal perspective is leave his own people in the dark, not consult with them, and harm them which can be seen as a form of treachery.
