It’s essentially African version of the steppe, nomadic pastoral tribes warring with each other, only way they could unite is if they have their version of Attila or temujin to unite them on the basis of conquering their neighbors which are better, there lands are pretty much useless soil and temperature wise so can only be used for grazing meanwhile neighboring Kenya and Ethiopia have temperate highland areas with good soil, especially the white highlands of Kenya they can at most be the barbarians at the gates and if lucky do a manchu type situation in a further developed Ethiopia which has a history of civilization, of Kenya which seems like the best suited African nation for success naturally

They do have a Somali national identity, it just isn’t very strong.
Nationalism, despite seeming organic enough these days, is historically a hierarchical model of governance that is forced upon society from the top down. Its first objective is to remove, or at least dampen, minority groups within the nation. For instance, Breton and Occitanian regionalism during Frenchification.
This process generally requires resources that only a modernized state can muster (outside of exceptional circumstances, ofc), so Sub-Saharan Africa is about two hundred years delayed on it.
That being said, again: Somalia does have a national identity. It just also has strong regional identities in Somaliland and, to a lesser extent but still appreciable, Puntland.

Actually Somalia was a coherent and united nation-state as recently as 30 years ago.
Granted, it was a Communisr dictatorship that imploded due to failures in the Ogaden War and the collapse of the USSR, but it was more than a collection of tribes.

One key element that is problematic for Somali nationalists is that the Somali people, broadly defined, have never been united under a single polity. A proper, Greater Somalia would encompass Somalia and its rebellious provinces, Djibouti, about a third of Ethiopia and a third of Kenya. This is part of why both Kenya and Ethiopia (2 of the top 5 strongest regional players) are keen to pour “peacekeepers” into the conflict when they can, since it lets them maintain control over Somalia and minimize the threat of future internal issues with Somalis.
Anyway, it is hard to build a single national identity when your nation is, in reality, divided across several polities. Just look at the headache Germany went through.

Probably not the most impactful reason, but a big one that people are likely to overlook.

Well yeah that commie tried to blitzkreig to the Ethiopian capital so yes he united them through the idea of conquering others instead of warring with themselves, alas the conquest of Ethiopia didn’t work for him and they fell into a decades long tribal war
