Taney's argument was that the Founders did not want blacks to be citizens (even if there were always black freemen) and therefore States had no rights to give citizenship to blacks or allow them to stand as having legal rights like that of citizens (such as to sue in a court case). He then legislated that the right to private property was almost infinite and unassailable and the holding that certain types of property in certain areas could not be made illegal without involving individual legal processes for every owner of said property. Meaning that Congressional Acts that banned slavery in certain locations (or State acts that freed slaves on their soil) were illegal. Something that clearly wasn't even relevant to the case, but is an obvious example of legislating from the bench.
