Numbers are only applied to kings after the conquest.

It was only after they had three Edwards in a row and needed a way to differentiate them, so they became the first Edward, second Edward and third Edward. This was then applied back retroatively to the previous kings. Some early uses of regnal numbers in England did start counting from the Anglo-Saxon Edwards, but by that time the custom that it was those three Edwards who were 1st 2nd and 3rd was already well set, and I guess people found it too confusing to change the numbers, so they stayed. From this a tradition developed that post Norman Kings were numbered and Anglo-Saxon Kings weren't

Edward III and the ones prior were from a separate dynasty.
