This confusion is largely due to era. In some eras and regions it was common and in others it was not. Like we know "Greek myths" which are just generalized stories from Athens and Sparta mostly. Each region had variants on the tales. Ancient Greece wasn't like one nation for all that time but numerous independent city states and regions with localized customs and traditions. Like in Athens maybe or some areas/eras I'm sure it could be common and hence Herodotus saying that. In others frowned upon. But the issue stems from missing that essential historical context. Not viewing it like one singular modern day nation and staying that way for its whole history.

It never explicitly states it but many poets and authors heavily imply if not outright say it. I will say a lot of strange passages can be explained by the Greek's penchant for physiognomy or just translation being read into too much by faggots, so its not as widespread as some here might want your to believe, but it definitely exists within the literature. No matter what being the passive sexual partner in a sexual relationship during antiquity would make you a target of social shame and, depending on time and place, literally get you stripped of your civic rights. When homosexuality/pederasty did occur the usual case was some degenerate faggot raping his slaves or a non-citizen being humiliated to a similar end.
