Dr. Ewen Cameron, funded by MKUltra, used patients in Montreal for extreme experiments like drugging them for weeks, erasing memory with shocks, then trying to reprogram them. Many were left permanently damaged.

MKUltra was way bigger than we realize these days. They effectively ended the hippy movement with it. Well, that at Cointelpro as well.
