Has been the case for every religion since the start at least in terms of patterned behavior. The basis is always the same: materialism and conformity for the purpose of a mediocre stability and linear progression followed by abrupt regressions. Continually. God would simply come about and individualize and incentivize change directly through free will, direct guidance, and conversation, if the goal was to have servants to the idea of benevolence. And that is the only way servants would be or need be servants to God because God doesnt even need anything. All forces contrary to this either inadvertently or deliberately oppose the tenants of what is actually good. Even the most evil being could be placed in isolated dream or illusory place to enact their ideas only to eventually arrive at higher and more stable conclusions once they tired of how they are and do things. No need to even torment. They would inevitably torment themselves with the desire to change. When a soul breaks something that deeply ingrained they have achieved a real form of progress and are not just fearing or complying to receive reward and avoid punishment.
