Juan Carlos played his cards carefully. Once Franco died in 1975, he surprised almost everyone in 1976 by not clamping down.

There were clear signs that Spain was going to become a liberal democracy. People wanted to live in a democracy and the dictatorship would have ended sooner or later. The culture and mindset of people changed a lot since the 40s to the 60s and 70s.
