i'm watching this lecture by this finnish intelligence colonel who spent a huge chunk of his life studying russian culture and history and he says that a lot of negative aspects of russia's culture, namely cronyism, corruption, etc., were the result of mongol rule - how true is this?

Completely true. Proto-slavs were actually aryan germanics, they were then corrupted by mongoloid blood to become modern slavs. Certain slavic groups (e.g. sorbs) retain this germanic characters whereas others (e.g. southern slavs) becamse mongolized via turkic admixture.
