The elites were very educated and had Westernized beliefs but the vast majority of people were still illiterate peasants, the only difference is that they now wore a fez while being poor and useless. They just didn't have a good grasp on science and industry, instead their intellectuals were busy arguing about religion and thinking that constitutional liberal democracy would automatically make them successful meanwhile everything in the empire was still woefully underdeveloped
