There's plenty of easy answers like Hitler, Mao and Stalin. But for all their atrocities, many of these men have defenders and apologists in the present day.

Which dictators have little to no redeeming qualities; The ones who completely fucked their nations up beyond repair and don't have much, if at all, apologia afterwards?

Chile, much like every other country in Latin America, was on its way to being a prosperous country up until Pinochet was brought to power by the United States. "Extremely wealthy" seems overstated a bit, his economic reforms were moderately successful. I'm, like, purple-haired woke and wouldn't say Franco was especially bad as far as world dictators go because he didn't seek to radically transform the society.
