As for why they haven’t done it before, specifically in regard to communist regimes like Cuba’s, it was a combination of Russia protecting them and liberals in the U.S. being an obstacle to intervention against them. Neither of these are really a problem anymore since Russia is no longer willing to protect foreign regimes, currently preoccupied with Ukraine, and liberals no longer hold enough power to prevent Republicans from taking action in Latin America.
Because for the first half of the 19th century it would have meant emboldening the Slave States, then it was "imperialism is... le wrong! (except when it came to the bugmen in the Philipines kek), and finally because Kennedy was too much of a pussy to do what Nixon would have seen through.

As a Cuban, I’ve thought about this a lot. If I were the U.S., why would I want another Puerto Rico?Plus, there are plenty of businesses in Florida that profit from keeping things the way they are.And honestly, rebuilding Cuba would take a ton of money.
