Yes, there's a dictador but the current one is not that crazy. I've actually done some watching of local youtubers (I'm learning Spanish), and it doesn't seem too bad. Underdeveloped, which is nothing strange for Africa, yes, but comparing it to countries NK or Eritrea is insane.
