I was watching the web series adaptation of the book and was surprised by Mussolini's rise. So just screaming and creating a militia in a politically destablized country makes you overthrow the government? Is it really that simple? Why isn't everyone doing it?

Mussolini's rise was genuinely a matter of luck. He could've been censured and removed, but he essentially bullied the government into giving him full powers.
