Insecurity. They can easily be mistaken for Serbs.

The killings were brutal to instill fear and they were fast to try and ethnically cleanse the land as fast as possible, as the existence of other ethnic groups was a potential threat to the NDH state in wartime conditions.

To this end, they also utilized a good deal of various ethnologists to emphasize the role of either Iranic or Gothic ruling elite in the formation of Croatian identity. Naturally, attempting to build a state on this basis, while a good deal of its population was ethnically distinct (although Ustase had a very high view of Bosnians and considered a portion of Serbs to be Croats, assimilated by Serbian Orthodox Church), led to a lot of violence.
