Because unlike what Marxist high-school history teachers say, the Crusaders were not "second sons in look of lands".
The Crusader states lacked manpower since almost everyone went back to Europe after Crusading.
The Muslim Empires were also fairly powerful.

The crusaders could only survive if the muslim rulers of the levant and syria remained divided.
The moment stronger rulers like Zengi and Saladin started consolidating the region the crusader states started to get pushed back.
That is also the reason the crusaders survived for so long after the 3rd crusade, because the ayubids started to collapse and fragment, and only with the consolidation of the region under the mamluks of egypt the crusader states in the levant where extinguised for good.

The lack of manpower is what I thought as well. I also think Edessa was never going to be sustainable due to its location and geography.
