Well, you have to wonder why Yugoslavia violently broke with the Stalin in the late 1940s, and they were never dependent on the Red Army. During the Informbiro period it was probably more dangerous to be a Stalinist in Yugoslavia than anything else. I think the reality is that the Russian government talks a lot about "sovereignty" but the USSR never afforded that to the Eastern European countries they dominated with their army. Yugoslavia was a sovereign socialist country and the biggest threat to them was probably the Soviet Union:

It’s pretty simple. Some elements of communism did bring material benefits, and the economic collapse that followed the dissolution of that system was quite bad. The countries in central and Eastern Europe that ended up stuck under Moscow’s boot resented Russian imperialism far more than the economic system Russia imposed. Amusingly, Russian imperialism prevented the sort of market reforms in the Warsaw pact that could have helped ease the Soviet Union out of hardline state controlled economic policies and into something that might have better combated stagnation.
