Didn't do that. There was no split in the empire under his rule, he was in effect the sole ruler with the others acting as his deputies.

Who was the subordinate of Diocletian, and took orders from him his entire reign. Only after he died did he feel that he could try to come out of retirement. Maximian was not an independent agent, he was beholden to Diocletian and was unwillingly forced into retirement by him. All administrative, legal and military reforms were Diocletian's alone and he proscribed that he implement them.

This is exactly what he went out of retirement to address. Confining Maxentius and Constantine as legitimate in hope that it would work out.

Franks were a confederation from the lower Rhine, of which the Salians were part of, the Alemanni were a confederation from the upper Rhine. The Franks eventually defeated them under Clovis. Charlegmage was a Frank of Salian origin.
